JSA2026 Animal Welfare & Wildlife Protection Act
“Because compassion is strength.”
As Governor of New York, I will make it clear that protecting animals isn’t just the right thing to do—it’s a core value of leadership. The abuse, neglect, or weaponization of wildlife law against compassionate citizens ends under my administration.
1. Permanent Criminal Penalties for Animal Abuse or Neglect
Felony charges for any intentional abuse or fatal neglect of a domestic or wild animal
Mandatory restitution to shelters, rescuers, or state agencies involved in recovery or care
Lifetime ban from owning or harboring any animal for those convicted
Animal Abuse Registry to publicly identify repeat offenders and ban them from rescue/foster jobs or adoptions statewide
2. State Prohibition on Seizing Wildlife Cared for by Humans
New York will end the practice of state or local wildlife agencies confiscating and euthanizing animals who would not survive without human aid
Citizens who raise, protect, or rehabilitate wild or endangered animals out of necessity or compassion will be protected—not prosecuted
The state will partner with ethical rescue networks to ensure proper care without bureaucracy
3. Arson and Animal Deaths
In cases where animals die in suspicious fires or man-made disasters, immediate joint investigations between fire, animal welfare, and criminal units will be mandated
If abuse or intentional neglect is found, manslaughter charges will be considered
Survivors and rescuers will receive state-funded veterinary support
4. Whistleblower Protection for Animal Abuse Reports
Anonymous reporting line via the JSA2026 Whistleblower Reform Network
Monetary rewards up to $2,500 for tips that lead to felony charges or rescue operations
Reports of systemic abuse (shelters, agencies, kennels) will trigger mandatory audits and public review
5. Community Animal Rescue Fund (CARF)
Launch of a state-backed fund to:
Assist small animal rescues and sanctuaries
Subsidize low-cost veterinary care in underserved areas
Provide emergency grants during disasters (e.g., fires, floods, winter blackouts)
6. State Land for Animal Sanctuaries
The JSA2026 administration will dedicate state-owned land to create a permanent sanctuary network for animals who cannot be adopted due to trauma, injury, or special needs
These sanctuaries will be non-kill zones, operated by trained caregivers and supported by the state
No animal will be euthanized due to inconvenience, lack of resources, or political indifference
We will give them peace—because God would have my head if I ended a life He gave without doing everything I could to protect it
Final Word from Jason S. Arnold:
"If you abuse an animal under my watch, you’ll face consequences so swift and so unforgiving, you’ll wish New York had the death penalty.
We don’t—so you’ll just live a long, exposed life of being held accountable.
But I will never allow a single soul—animal or human—to be discarded because they’re inconvenient.
Because compassion is strength.
And I fear God too much to take a life He still intends to use."
