    1. Permanent Criminal Penalties for Animal Abuse or Neglect
    Felony charges for any intentional abuse or fatal neglect of a domestic or wild animal

    Mandatory restitution to shelters, rescuers, or state agencies involved in recovery or care

    Lifetime ban from owning or harboring any animal for those convicted

    Animal Abuse Registry to publicly identify repeat offenders and ban them from rescue/foster jobs or adoptions statewide

    2. State Prohibition on Seizing Wildlife Cared for by Humans
    New York will end the practice of state or local wildlife agencies confiscating and euthanizing animals who would not survive without human aid

    Citizens who raise, protect, or rehabilitate wild or endangered animals out of necessity or compassion will be protected—not prosecuted

    The state will partner with ethical rescue networks to ensure proper care without bureaucracy

    3. Arson and Animal Deaths
    In cases where animals die in suspicious fires or man-made disasters, immediate joint investigations between fire, animal welfare, and criminal units will be mandated

    If abuse or intentional neglect is found, manslaughter charges will be considered

    Survivors and rescuers will receive state-funded veterinary support

    4. Whistleblower Protection for Animal Abuse Reports
    Anonymous reporting line via the JSA2026 Whistleblower Reform Network
