Day One Executive Order: Redefining Felon Status in New York
Too many New Yorkers carry the label felon for non-violent mistakes—locking them out of jobs, housing, and civil rights for life. That ends on Day One of a JSA2026 administration.
New Definition: “Felon” will only apply to violent crimes—those involving force, weaponry, coercion, or sexual violence.
Non-Violent Offenders: Will be reclassified and have their rights restored, including voting, firearm ownership, and professional licensing.
Second Chance Credential: A state-issued certificate for housing, employment, and federal filings.
Federal Legal Backing: Our plan meets the criteria under 18 U.S. Code § 922(g)(1) for full restoration.
Over 360,000 New Yorkers are living in limbo. Nearly 70% of them are non-violent.
States that restore rights see up to 37% lower recidivism.
Meanwhile, we’ll go harder than ever on fentanyl and violent crime with mandatory minimums.
